A veteran Peel Regional Police officer has been ordered demoted for more than a year and must seek remedial training after starting a personal relationship with a woman suffering from mental illness whom he ticketed during a traffic stop.Const. Sean Duggan, a 14-year veteran of the force, helped the woman by laying less severe charges and broke several rules when he later apprehended her under the Mental Health Act, a Police Services Act tribunal heard on Aug. 23.Duggan pleaded guilty, in front of hearing officer Insp. Colleen Fawcett, to discreditable conduct and neglect of duty and was demoted from first-class constable to second-class constable for 16 months and ordered to complete remedial training. MEXICO, NY 鈥?For almost three decades, employees at the Oswego County Department of Social Services have been helping families in need during the holiday season.The annual Childrens Christmas Fund has grown from a toy giveaway initially aimed at foster children to include more than 1,600 children in 600 families last Christmas.At the heart of the DSS Childrens Fund are committee co-chairs, from left, Deanne Myers, Marcia Birdsell, and Carol Lee.
